@tagerdinmoedom glitchy as all get out so glitch/glitch-step...as far as I know Aphex Twin and probably some contemporaries of his developed this sound in the mid 90's

The last moments of the song are odd, but I like how they add to the actual idea:
The name is rain, and you can almost hear the rain dropping on the sound equipment, muddling the sound. Very clever
