nope.... Windows 7 is what Vista should have been... they just added what surface can do to surface so that the Windows OS is geared for the future.... and probably, The next line of Surface Computers would be equipped with Windows 7 instead of Vista.
The Surface system is actually a Framework/Software that is put ontop of Vista. If you look further for videos about surface you will find one where they boot surface and see Vista and a desktop before the Surface System starts....

I thought Windows 7 was based off of Surface.

that will happen is surface will run on windows 7 (which could happen sometime next year or so, when surface becomes available to the general public)
but currently, surface runs on vista, and anything that runs on vista runs on win7, so this SHOULD work on win7
