the 2.0 never deserved to be called GTI, the VR6 had roughly the same performance as most contemporary hot hatches so how did the same car with about 55% of the power get the right to be given the legendary name?

No, VR6 is GTI. It's called GTI VR6. You are right about R32 though, that's a standalone model.

@PernellDD The VR6 isn't a GTI. It's another model. Like the R32 isn't a GTI. The GTI is the original "top power package". But they brought in the VR6 and later the R32 to go even further...
