How do I make the commercial good?

@boring1231 I'm assuming you mean "Taller buildings". You have to fulfill your sims' RCI desire for a while. The more people that come in and the more industry you have, the more commercial buildings they'll need. You also have to make sure you're using Dense Commercial when zoning.
