Iranian AirForce managed to maintain, rebuild and in some cases reverse engineer the aircrafts in times of economical and military sanctions with almost 0 foreign support. This is while soviet union saturated the iraqi military with over 500 MiG-21, MiG-23, MiG-25, Su-22, Su-25, Mi-24, Mi-17s and 2500 Tanks with millions of weapons including 500 SCUDS.
Meanwhile Iran recieved 100 scuds, ~1000 TOW, 40 aircrafts, 200,000 guns/rockets and ~100 tanks at 10x the price. hope this helps u.

@lsnows thanks for your observation, however i have to disagree. Iran had just gone through through a revolution which turned out to be bad for the west. Iran had transformed from a pro-western country which could fulfill American interest in the region to an anti-american islamic republic. This was totally unacceptable to Americans such as Reagan and Rumsfeld. United States and other western nations (including soviet union) gave the green light to saddam. However Saddam did intend to invade.
