GURUs Experimentation into Item Appearance and Re-Appearance timings for mario kart wii

For purposes of cheating arbitration I have completed and investigation into item first appearance and re-appearance timings for the shared items of mario kart wii. The results were as follows:
POW - first appearance minimally 20 seconds then reappearance minimally after 20 seconds
Shock - first appearance minimally 30 seconds then reappearance minimally after 30 seconds
Bullet Bill - first appearance is immediately and then reappearance minimally after item is used
Blooper - first appearance minimally 15 seconds then reappearance minimally after 15 seconds
Thunder Cloud - first appearance is immediately and then reappearance minimally after thunder shock
Blue Shell - first appearance is minimally 30 seconds and then reappearance minimally after blue shell explosion.
