The 30-day period that Kenyans have to read and make proposals on the harmonized draft constitution will not be extended. Justice Minister Mutula Kilonzo says the government is keen to adhere to the time table outlined by the law. Mutula added that after the expiry of 30 days, Kenyans would still have 21 day to make proposals through parliament's departmental committee on constitution. And on the contentious executive chapter, the grand coalition management committee has agreed on a hybrid model of government, where the president and the prime minister will share executive authority.
