If SOPA becomes law, doesn't this mean that "common use" ends? This also means that no news outlet can say "this clip courtest of ______". Also, You Tube will lose at least 50% of it's accounts overnight.
Nobody's willing to spend the billions it would take to try and literally monitor all Net uses. In this economy, what govt. will find that kind of money?

I suggest you investigate the case of British student Richard O'dwyer who is due to be extradited to the US and put on trial for creating a website which hosted links to other websites that offered copyrighted material. There is strong public opposition here in Britain and a feeling that the extradition treaty agreement between the uk and us is completely illegitimate.
