As for the Black Market the black pass is found inside the Caging Tower which you need to access in the story line just to enter the dungeon where the boss on this video is fought.
The item that teaches Finest Artes is only accessbile like 2 to 3 dungeons after the above dungeon in the story line is completed.

i love the finest arts move i can kill anyone in one shot well exept the boss at the bottom of the abyse i cant beat him i used finest arts 4 times with each hurting around 80000 and he still doesnt die lol XD

It's in the room with the pushable blocks. There's one against the wall blocking the door.

I remember the first time I fought Heimdal, it killed everyone but Jet with Phantom Hazzard and because I didn't want to find any dark wards, I fought it with physical attacks (no Finest Arts) for about three hours. Good times.
