@nkarnas that are no weights, with real weights this exercise would be for biceps but with this things in wather its for triceps

actually she is working triceps, although in a wrong way and although this is the way to work biceps when your not in the water. it is because those 'weights' that she is holding can not sink, therefore they automatically come up to the surface of water. she is pushing them down using her triceps (that's the real part of exercise) and the part when she is rising them up is automatic behavior of those type of sponges.
