It´s hard to believe, but I think this is in fact a little slower than it should be. I heard 3 videos (including this) where the tempo is different. And there is a difference in the pitch too. In this video, the piece sounds in G#, one of the others sounds in A, and the third one in Bb. Problably the right one (in tempo and pitch) is the one in A. Don´t you think?
I am the happy owner of a copy of the original 78 recording, and I can assure anyone who doubts, that this is the tempo of the splendid mr. Llobet. How de does it, well there's a good question.My personal conclusion is that he is using apoyando , which seems to make it even more difficult.
I keep listening Liobet's performence of charming study No.23 by Coste, however, this recording was remastered from the original SP record under the speed-up condition, I am afraid to say. It is qute difficult, or probably impossible, to play this piece at this speed, lthough I very much appreciate this Liobet recording for a long long time. from lute323.

My edition of the sheet music indicates allegro moderato. IF this is moderate what is a fast tempo?
