It's an imitation of an act like Rolf Harris's 'Jake the Peg'. An act performed by holding a stick covered with a trouser leg and a shoe attached at the bottom. Notice how he never removes his right hand from his pocket?...that's because he's holding the stick through a hole in the jacket pocket.
