its is free if you use the plex system. The plex system is used for both people that cant pay with money. The idea is you play for a month, gather isk(money in eve) and then with the isk you make ingame you buy a plex. The plex in return can be used to buy you another 30 days of playing free. And in the next month again, you do the same over and over again. This way you can play and pay ithout real money. I would say almost 50% of the eve community does this.
