bush could have issued and executed such a directive on 9/11, the start of the war with saddam, and during katrina, but didn't.

a similar attempt was made in Canada 4 years ago. L.A.W. (Lawyers Against War) tried to have the Bushwhackers tried for warcrimes & had all the necessary legal ammunition but got vetoed by Canada's Governor General. seems an acting president can't be tried by a foreign court of law. so it died in the water. However, when Bush's present term is over, he & his goons are fair game. But even then, they could only be apprehended & brought up on charges should they leave home soil. Time will tell.
