Light does stop them from spawning, but you need a torch in every block within an 8 x 8 x 4 area around it. Look up Etho's video to explain it.

I don't know If you know this but  blazes won't drop blaze rods if there on fire you need to kill them when there not on fire to get blaze rods.

@Vasilioh Well, sorry you feel that way. You're wrong, making potions is as easy as pie for me, whether or not I can communicate it. Also, I never mention anything about blaze spawning, seeing as I've never dabbled in the matter. If you have any other discrepancies with me, please do tell me so that I may remedy them.

@divineagent Not on every block. Every OTHER block. So you can only have one space between torches. Example below:

ETETETET

TETETETE

ETETETET

T = Torch and E = Empty space.

If you were to place your torches like that, it would be 100% safe. :)
