This 911 dispatcher should be reprimanded for keeping this douche bag on the phone wayyy too long.. HANG UP ON THE IDIOT after you find out he's making a prank call. There are people who actually have emergencies (and she obviously knows that if she works at 911) and she's discussing why she can't give him a police escort?
