There is an old Austin Grader much like yours parked at Lolli sales lot in Macon Mo. It has the team tongue attached with the springs for the team driver on the frame. I believe it is a little smaller, older, and has more control wheels and levers than yours. The name plate says Austin Manufacturing Co. Chicago, Illinois. I assume it will be auctioned at the old machinery auction in the future. I will add that in abt.1935 I saw a grader such as this cutting ditches on a county road.

I saw an old movie of a pull grader cutting a new ditch in rocky ground and the poor guy on it was getting the crap beat out of him.
