In Wisconsin the stop sign must be fully extended before the driver has to stop and the only way to extend the stop sign is to open the door. The First driver passed before the stop sign was fully extended (sign and cross arm on front of bus operate at the same time) also in this case in most Wisconsin cities and towns the driver of the bus could have been sited in this situation

Looks like the driver of the white car wasn't paying attention. YOu can see him break, then go. Probably noticed the bus at the last second then realized he had no time to stop.
Maybe if he/she wasnt gabbing on the cell phone..
