I was suspecting the same thing, as I'm on Uverse and youtube has been unusably slow as of late. Thanks for the test, I'm going to be running a lot more traffic through my VPN! ISPs are the devil...

Thank you for testing this. I suspected they are throttling certain sites as well.
Speed tests always come back fine. But sometimes, during peak traffic hours (4-8 pm) I cannot even play the lowest quality YouTube stream sometimes.
Quite frankly, when my U-Verse contract ends soon, I will be switching.

I've tested this with my VPN and U-verse connection and I can confirm the exact same slowdown when the data is not encrypted over VPN. Makes me think AT&T is doing some deep packet inspection and purposefully slowing down youtube. All other video sites work fine regardless of VPN.
