We are given all the power, and not by the Constitution. The Constitution is what outlines the limited powers that we the people have assigned to the Government. The Bill of Rights reminds the government of SOME of our specific rights that it is not to infringe upon. The ninth and tenth amendments are specifically there to remind the government essentially "if the government wants to do something outside the scope of the powers listed here, you can't do that either."
