The Fifth Plenary Meeting of the 2006 International Astronautical Congress was a question and answer discussion of the regulatory challenges facing commercial ventures in outer space.

Moderated and organised by Mr Christopher Stott, President & CEO, ManSat, COO Excalibur Almaz Ltd and honorary representative of the Isle of Man Government to the Space Community, the panel was comprised of:

* Mr Clayton Mowry, President, Arianespace Inc., USA
* Mr John Purvis, General Counsel, SES Luxembourg

    This was an excellent conference. I will may be contacting U to address some of our issues and proposed solutions. "We" do not want a planetary nation..."we" want a UN recognized "space state." I am very familiar with many of the issues you discussed and will proceed appropriately. What was not discussed concerns me, though. What you did not discuss was trying to communicate with potential and actual life forms. "We don't want a war w/aliens over trespass rights."
