It IS after OG 1 and 2, it's a sequel. And there's no reason why Alteisen wouldn't be in it. Alfimi and Rein Weißritter are the retcons that originally weren't going to appear again.

Or their new repair shop gets attacked anyway. Then they have to reassemble the Excellences. Oh but would you look at that. Turns out it takes them so long to rebuild the Lighting and Eternal Frames that you can't use them until stage 40.

the Excellence were dismantaled at the end of OGG but they might appear in OG 4

Technically this game is after the events of OG1 & 2 and The Alt and Riese AND Alchime in it so theres a chance that they might show up
