  • @redfox23f I agree with you to a certain extent. But if he had touched him and the police come along and see him at the scene. He could have became the prime suspect. The best thing he could have done was to call 911. But we don't know if he had a cell phone on him. Maybe he walked to a pay phone, we don't know.

  • @redfox23f It's the bystander effect. Especially f there's anonymity involved, it's easy to just pass the responsibility off to another person/social entity. It happens all the time unfortunately.  People either don't feel a social responsibility, or are afraid to become involved.
