Several persnonalities were asked to give their recommendations to Kremlin for a larger number of people. Then those who got multiple recommendations were selected to be among the first 100.
There are not too many ways "to rise", so this can just become one more.

Anyone in Russia can rise to high level and become one of these 100 people. This shortlist only makes it more clear to the public what a man you should be to rise high, what you should do to achieve high Govt positions.

Interesting report RT. I guess this highlights one real difference between US and Russia politics. Anyone in the US can rise to high level Govt positions whereas it seems in Kremlin politics people are handpicked by the leaders. What are the criteria for choosing these 100 people? Good questions from the reporter.
