GTA IV Control Center by saracoglu (I think this program is what allows me to lift Niko and/or vehicles off the ground by pressing the + key on the keypad. I can then press the - key to bring them down. When Control Center ISN'T running, I can't do that stuff. Discovered all this by accident one day).
