Why is 2 o'clock liang and not er?

yes. "ji" has a tone of "third". the tone of "ji dian" both are third tone,but the tone of "ji" here sounds like a second one.
BECAUSE:
when two third tones are together, the first one will be pronounced like a second tone word to make the sound nicer and easier.
