Actually, you can get it by normal means, the pre-oreder bonus was just to get access to it earlier in the game.

i c. i dont have the game but plan on getting it, so i was unclear on the offer.
hate when they do that. its like, you can only get it if you preorder..........or wait a little in the game written in tiny print.

Use the visibomb glove to get to the opening ratchet cant reach.
