I am sorry, but I think you are being a bit harsh on the kid. He is smart and we gotta give him credit for doing research on a subject like this. He may not have all answers figured out, but he is questioning the "whys" and "hows", and trying to come up with a better solution that what search engines offer today.
I find it fascinating that some kids are dedicated to their own education, and think outside the box, trying to create alternative solutions.

it is a search technique and will be very useful on how Internet Marketers choose to do search. Nice Job, your going to make allot of money.

The system is trying to decide what people get to look at. If the results end up in you running in circles, it takes away the ability to choose. You would have to be able to build a personal relationship to a computer in order to decide the "power in the knowledge" your pooling in. You would have to review each site and/or you could only cite the most prominently known sites and circle them. Whatever the case; you cant reject people deciding to go on page 36 instead of 1.

This is so boring, this kid is pretending that he invented semantic searching but he isnt even tackling the complexity of natural language processing. His search engine would associate kfc with soccer if he found a lot of twitts that says "eating kfc watching soccer"
