A couple of updates. The original yellow trap phasing during some trials as shown here did not include a yellow clearance interval based on the assumption that the flashing yellow arrow meant a non-protected turn. However the final MUTCD specs called for a standard yellow clearance indication between the green arrow and flashing yellow arrow. Currently there are studies underway regarding retroffiting of doghouses to also use the flashing yellow arrow.

The new 2009 MUTCD was published 12/16/2009 and contains the FYA.

Yep. Doghouses will no longer be installed over, or to the left of, left turn pockets. Protected / Permissive left turns will be 4 in-line heads with flashing yellow arrows. (For readers of Mudimush's post, "FYA" = flashing yellow arrow.) Also the short clearance is only supposed to occur in the field signal when opposing traffic is red although I'll check. Clearance interval duration is a critical issue to consider, however.
