This year, the House Appropriations Committee allocated $1 billion for "State and Local Programs." Included within "State and Local Programs," is the "Driver's License Security Grant Program."

The Driver's License Security Grant Program (DLSGP) is the funding mechanism though which states have upgraded their driver's licenses. DLSGP provides funds to states to conduct background checks on DMV workers who have access to personal information or provide new upgrades for processing licenses.

The bill would give Secretary Janet Napolitano funding authority over the REAL ID Act. Several Members of Congress were concerned that Secretary Napolitano would use that authority to cut funding for the states to repeal the REAL ID Act.
