Nuclear arms reduction clock ticking for Russia and US

Although it now seems unlikely that the U.S. and Russia
will sign a new START treaty by December 5, when the previous treaty expires. However, the movement by both sides indicates that a new treaty will be signed and that Obama's careful deliberations indicate that he is more focused on getting the treaty right rather than meeting a deadline.
