Libya Goes Too Far
Gaddafi tantalizes Mme Sarkozy and Commissioner Waldner all day long

Libya has gone too far in bargaining for the life of the Bulgarian nurses. Tripoli set six new conditions for releasing the Bulgarians. The most scandalous of them is construction of a motorway and a modern railway station. Gaddafi wants a new road to link Libya with Tunisia and Egypt. Libya also fancies a high-speed railway line to provide connection between the Libyan ports and large African cities. To cap it all, the Colonel demanded money for the restoration of archeological sites. A diplomatic source from Tripoli broke the news in the late afternoon. The other three conditions are: development of political, diplomatic and trade relations between the EU and Libya, cash for a new hospital in Benghazi and free treatment of the HIV-infected children in Europe.
The news about the new conditions came after a whole day yesterday the official Tripoli was leading on France's First Lady Cecilia Sarkozy, Elysee Palace Secretary General Claude Gueant and European Commissioner for External Relations and European Neighbourhood Policy Benita Ferrero-Waldner. The three of them arrived in Tripoli on Sunday to negotiate the conditions for bringing the Bulgarians home.
"The medics will return to Bulgaria on board Mrs. Sarkozy's plane," Le Point French magazine forecast this morning.
An hour later, it became clear that the negotiations had reached a deadlock. On Sunday night, Gaddafi terminated the talks and hid out in the town of Sert, some 500 km away from Tripoli. He was to meet with Cecilia Sarkozy, but this didn't happen and the wife of the French President talked will Gaddafi's daughter Aisha. Benita Ferrero Waldner was expected to meet Libya's Foreign Minister Abd Al Rahman Shalgham but he followed Gaddafi's example and also disappeared, Mrs Waldner met with senior diplomats from the ministry.
The main hitch is money and not the diplomatic relations between the EU and Libya, a French diplomat said in an interview with Reuters.
Giving them more money would be tantamount to confessing the nurses' guilt and we all know that they are innocent, EU diplomats commented
