If women and children are in an area where an antiarmor mission of this sort is being fired, they're fucked anyway. But these submunitions cause far less collateral damage than conventional DPICM and wide-area mines.

Ideally the crews' radio nets would be infiltrated and they'd be told to run from their vehicles. That's how it played out in Desert storm I and II.

Every cluster bomb except minelaying theoretically does that. The problem is, not all self destruct and the remains are damaged somehow thus becoming some sort of a mine, in the field full of small metal parts. This is the reason of their ban.

This missile is not going to harm humans what is does is the lasers target the main heat source of the vehicle (the engine). Once it is targeted it shoots a magma like substance (super hot) into the compartment to disable the vehicle. If the remaining disks do not find a target the self destruct.
