The reason they put more rules in is because they were having a hard time getting state athletic boards around the country to grant them a permit to host events.... So they put more rules in to be able to hold events. This lowered the risk factor of being seriously hurt and allowed a bunch of guys who delivery truck drivers or construction workers to go into a gym...
