At this point, the official release date is unknown. Closed Beta begins today (11/4), for anyone who preorders, and all progression persists through release.
The game is free-to-play, but not pay-to-win.

@RuthsBoy9710 o_O Is your GPU overheating or something? My computer is not as good as yours and I'm running at 40-60 fps max settings. Did you try asking for help on the official forums?
