The clips are from an OVA titled Rurouni Kenshin: Trust and Betrayal, which is a prequel to the manga series and covers just what made Himura Kenshin into the Hitokiri Battousai.

The flickers are a bit distracting, though I can tell you probably meant them as an effect. More than a second or two of the fast paced flickers just make my eyes tired.
