Video of city jail incident released

The Joplin Police Department today released a video of an incident at the
city jail April 20 involving 25-year-old arrestee David Neal and former
police Officer Homer Knisley.
Knisley resigned from the Police Department on July 16 in connection with
the incident and the city paid Neal $5,000 in settlement of any brutality
claims against Knisley or the city. On the video, Knisley can be seen
delivering an open-handed blow to Neal¹s face while Neal is handcuffed and
being dragged to a cell inside the jail.
Neal had been arrested for allegedly ramming another officer¹s squad car
with a vehicle he was driving in Joplin¹s downtown bar district as bars were
closing.
