The more I think about it... Picard is out of character at this point. Usualy if ANYTHING goes wrong, he'd immediately know through scans or transmissions, and be asking BEFORE they'd go to tell him.

Wouldn't control for turbolifts be...Oh, I don't know...IN ENGINEERING?! Considering main engineering is maybe 30 feet away, it shouldn't be hard to place a turbolift control computer in there. make Chell turn it on.
