I've tried this method and a couple others, and no matter what I do, a mother never forms.

I'm thinking my house is too cold for the scoby to thrive :(

usually it takes a few brews & reproductions for the full effects of kombucha to take place. keep on making it with each offspring your batches produce and i'm sure eventually it will get fizzy and the flavor will develop nicely.
