what about 423,500? why must we round up when it's equidistant from 424000 and 423000? Is it because it's better to be overvalue than undervalue?

I wish YOU would have been the one who taught me Math after my accident. I had to begin at about a second grade level and go as far as I could.
The woman they had teaching me never told me that about 'one place to the right,' always got frustrated w/ me, and finally said I have no aptitude to go beyond more than a sixth grade education in Math.
SHE'S the one who couldn't teach it, then told them I was a lost cause.
And they believed her.
