No, there's no rule in most royal houses about who gets married first. In the UK, Princess Anne was married before Prince Charles. The Queen's father, the Duke of York, later King George VI, was married before his older brother, the Prince of Wales, and so was the Duke of Kent. In Luxembourg, a younger brother of the heir has been married for some years now, but the heir isn't yet married. It wouldn't be fair to deny two people the right to marry until an older sibling had married.
