CFL bulbs contain a ballast in the base of the bulb. Dimmers work by turning the bulb off and on very quickly, so in the interval when the bulb is off, it is saving power. Shorter off intervals brighten the bulb, and longer off intervals dim the bulb. Its possible to get dimmers made especially for CFL's or the simpler and cheaper option is to buy CFL's marked as dimmable.

Question: How come they won't let you use dimmer switches on compact fluorescent bulbs?
