I think it's fair.
The staff is there to provide a safe and comfortable learning environment for the students. Imagine a security guard having to walk from an upper lot where staff parking is available far across campus to interrupt a confrontation, Or a maitenence worker having to do the same to fix broken student toilets, or an instructor having to unload a heavy box of supplies for class.
Excluding handicapped and restricted parking, staff should have access to general parking.
