The driver should have been using their sirens. It's broad daylight, the roads conditions are poor, the response vehicle has a roof load and there are families walking on the pavement.
The driver should have been in position 3, i.e. fully extended at 0.34, then they wouldn't have had to brake so firmly and could have let the momentum of the vehicle carry them past the blue 4x4 safely.
since the other cars pulled over I think it is completly okay not to use the siren here. In Norway police or EMS also respond quite often without sirens on, even on busy federal roads, but the make their way in a good time
@BigPinkJohn rear red may be used whilst driving in poor weather conditions

Shouldn't have been displaying white light to the rear or have flashing rear reds on whilst moving.

No need for sirens in this, the cars have seen them clearly before hand. Very good bit of driving done there by fellow emergency service workers!

Emergency response driving follows the formula: I-information, P-position, S-speed, G-gear, A-acceleration.

No point what so ever using sirens when they're not needed. Plenty of visible warnings from the front of the vehicle which did the required job.

Sirens are used at busy junctions etc, that road was almost empty

Hearing sirens would probably make people react to quickly and panic, which isn't a good idea in them driving conditions
