If the magnets were put at the center of the windbelt, the system will simply not vibrate because the vibration depends on the belts uniformity. I tested it myself. As for the automatic adjustments of the belt's tension, Shawn stated at the Instructables forum that he is already working on it. But don't ask me about the pivoting setup. I am as intrigued as you, but I have a feeling this setup may have some advantages over the flopping magnets (more robustness, perhaps).
This has got me thinking... How does this pivoting setup compare to magnets flopping on the belt.. And what if the magnets were somehow connected to the center at the peak of the standing wave.. and.. and.. what if the belt could automatically adjust its tension(frequency) to the wind speed.. Lots of test to run.. Thanks for posing this. got'a run
