Sorry to say but no, A decade counter counts frequency information discretely by decades.
If you are familiar with the term octave (a range of frequencies where the highest frequency is double the lowest), a decade is a range where the highest is 10 times the lowest.

Decade counter. Decade = 10 it has 10 channels.

The circuit is simple enough to build. The chip is a LM4017 decade counter. There are eight channels that this chip can output, one of them being the reset pin (to make it loop). Fitting two LED's per output is all it takes to do this. Search for DECADE COUNTER on a circuits forum and you'll find it. It is as common as a 555 chip and costs pence/cents.
Unless you have already built one by now? I've made dozens of these. Approx 10 components to make the whole thing do whats in this video.
