I don't know what the Greek or Hebrew implies, but in English, "most high God", seems quite telling in terms of plurality. Why use that clarification otherwise? For idols? Seems rather superfluous if that's the case.

Yes! I actually did a paper on that exploring the Greek on this. The English captured the idea of the superlative, the Most High means there are others who are not of that stature. It implies other gods, (and goddesses) without question.
