I doubt it, Mr. Secretary. American presence is a deterence against supporters of Muslim separatists. On its own, the Philippines, as the dictator Marcos showed, would likely fall to the hands of the separatist. The Tripoli Agreement attests to that.

The fact that Spain was Islamized for 800 years during the Golden Age of Islam attests to the enduring character of Islam. They have a divorce law, inheritance is different, etc. This is particularly galling among Muslims when these are not understood. On top of that, the women are conservatively dressed.
