    Verizon's FTTP build that has been going since 2004 was self-serving - they wanted to sell you video (cable TV = big bucks, certainly compared to voice service) and HSI service. BTW, unless you're in an area where FiOS already exists, you ain't gonna' get it - because Verizon has said they're not expanding it to new areas. Why? Because they just hooked up with three large cable companies to share distribution facilities - so they don't have to spend capital on more FTTP construction.

    Pushback from some of the more influential customers (mostly gov't agencies) in the area delayed the change to fiber in the area.

    It did not take a natural disaster. Verizon is the only Telco to start a total rebuild with Fiber to the Prem. The build has been going on from 2004.
