@LifeisX China and Russia are blocking any serious sanctions at the UN and are blocking any UN referral to the International Criminal Court. The Russians have a naval base at Tartous they don't want to lose and they are big arms suppliers to Bashar. The Arab League and the other Arab Dictators are afraid that if Assad falls to a popular uprising than they may be next so the Arab League is protecting Assad, unlike Libya, where the Arab League "invited" the west to bomb Gaddafi.
